How Does Voting Work?
From the Organizer's Perspective
Preparing the List
The organizer imports one or more databases (lists of email addresses) of voters into the system. To avoid issues on the voting day, the organizer sends a confirmation email through the platform and monitors the delivery success and confirmations—voters confirm receipt by clicking a button in the email.
The confirmation system can also be used for congress registration and quorum monitoring.
Preparing the Ballot(s)
The organizer can create all the individual ballots before the voting begins through our graphical interface on eglasovanje.si. They can prepare any number of ballots and test them as well.
Starting the Voting
To start the voting, the organizer presses the “Start” button. The voting system generates a set of random voting codes in a quantity equal to the number of confirmed voters from the list (database) uploaded by the organizer.
The continuation of the process depends on the selected level.
Level 1
The voting system forwards the generated codes to the distribution system (located on a separate, independently maintained server), which randomly distributes them among voters and automatically sends them to their email addresses. Information about which code was sent to which address is not stored.
Level 2, Level 3
Voting codes are retrieved through a web interface by the electoral commission, which sends them from their computer. For this purpose, we have developed an extremely simple open-source program that the commission can use to distribute ballots.

Collecting and Processing Votes
Voters click the link in the email, fill out the ballot, and submit it.
At Level 1 and 2, voters submit their votes directly to the eglasovanje.si system server, while at Level 3, the votes are forwarded to the eglasovanje.si system server via your proxy server managed by the electoral commission. This ensures the highest level of security, as the e-voting platform never comes into direct contact with the voter, making the submitted vote completely anonymous.
Determining Results and Conclusion
At the end of the voting, determined by the electoral commission, the system automatically calculates the results, publishes a web page with the results, and after confirmation by the electoral commission, sends email notifications with a link to the results and a document containing all ballots to ensure integrity.
From the Voter's Perspective
The voter receives an email containing a unique code for their ballot and a button to start voting.
Clicking the button opens the browser of your choice (Firefox, Chrome, etc.), where the ballot is displayed—the system works on all devices that can browse the internet (i.e., have a connection to the web). The ballot may contain multiple questions of different types. The voter selects the desired answers and confirms them at the end.
At the end of voting and after the results are confirmed by the electoral commission, the voter receives a link to the calculated results via email.
To ensure election accuracy, the voter also receives a document via email containing a list of all submitted ballots. The voter can open this document in a spreadsheet program (e.g., Excel, OpenOffice Calc, Google Spreadsheets) where they can verify the correctness of their vote (using the unique code they received in the voting invitation) and the accuracy of the result calculation.
